    Inequality in human development across the globe

    The Human Development Index is the world's most famous indicator of the level of development of societies. A disadvantage of this index is however, that only national values are available, whereas within many countries huge subnational variation exists in income, health and education. Here we present the Subnational Human Development Index (SHDI), which shows within-country variation in human development and its dimension indices for over 1600 regions within 160 countries. The newly observed variation is particularly strong in low and middle developed countries (home to 70% of the world population) but less important in the most developed ones. While education disparities explain most of the SHDI inequality within low-developed countries, income differences are increasingly responsible for SHDI inequality within more highly developed countries. The new SHDI opens the possibility of studying global socio-economic change with unprecedented coverage and detail, increasing the ability of policy-makers to monitor the Sustainable Development Goals

    markdownabstract__Abstract__ The paper describes the introduction of an emphasis on ‘personal security’ in human security thinking and practice, as part of the ultimately unsuccessful attempt to compartmentalize the pursuit of security. It reviews the past twenty years of attention to ‘personal security’: both in compartments that consider organized physical violence or threats to personal safety and property (‘citizen security’), and as parts of more wide-ranging examination of threats to fulfilment of basic needs and rights, for example in comprehensive mapping exercises undertaken in various UNDP Regional and National Human Development Reports or in studies of women’s security. The paper reflects on the complex process of opening-up conventional security thinking and practice, seeking value-added and depth without shrinking into preconceived compartments

    Children’s access to beneficial information in Arab states: Implementation of Article 17 of the Convention on the Rights of the Child in Egypt, Morocco and the United Arab Emirates

    In theory, the multiple platforms and transnational nature of digital media, along with a related proliferation of diverse forms of content, make it easier for children’s right to access socially and culturally beneficial information and material to be realised, as required by Article 17 of the UN Convention on the Rights of the Child (CRC). Drawing on data collected during research on children’s screen content in the Arab world, combined with scrutiny of documents collated by the Committee on the Rights of the Child, which monitors compliance with the CRC, this paper explores how three Arab countries, Egypt, Morocco and the United Arab Emirates, presented their efforts to implement Article 17 as part of their periodic reporting on their overall performance in putting the CRC into effect. It uncovers tensions over the relationship between provision, participation and protection in relation to media, reveals that Article 17 is liable to get less attention than it deserves in contexts where governments keep a tight grip on media, and that, by appearing to give it a lower priority, all parties neglect the intersection between human rights in relation to media and children’s rights

    The analytical framework of water and armed conflict: a focus on the 2006 Summer War between Israel and Lebanon

    This paper develops an analytical framework to investigate the relationship between water and armed conflict, and applies it to the ‘Summer War’ of 2006 between Israel and Lebanon (Hezbollah). The framework broadens and deepens existing classifications by assessing the impact of acts of war as indiscriminate or targeted, and evaluating them in terms of international norms and law, in particular International Humanitarian Law (IHL). In the case at hand, the relationship is characterised by extensive damage in Lebanon to drinking water infrastructure and resources. This is seen as a clear violation of the letter and the spirit of IHL, while the partial destruction of more than 50 public water towers compromises water rights and national development goals. The absence of pre-war environmental baselines makes it difficult to gauge the impact on water resources, suggesting a role for those with first-hand knowledge of the hostilities to develop a more effective response before, during, and after armed conflict

    Redefining Water Security through Social Reproduction: Lessons Learned from Rajasthan's ‘Ocean of Sand’

    One of the most urgent challenges facing the world today is ensuring local water security under rapid climate variability and change. This is of particular importance in a country like India, where over half of the people are involved in farming, and agricultural losses due to climate change are estimated to be as high as 30 per cent by 2080. This ethnography in the arid village of Bhiwadi, West Rajasthan empirically links the reintroduction of local water harvesting technologies with the building of sustainable social reproduction in subsistent communities. By emphasising both the role of gender and the informal economy – and institutions – this ethnography provides a more thorough picture of the individuals and collective actors involved in localised and resilient technologies within global economic and climatic processes

    Twenty years ago the Beijing Declaration and Platform for Action was adopted to ‘… advance the goals of equality, development and peace for all women everywhere …’ (Beijing Declaration, 1995, paragraph 3). Sustainable Development Goal (SDG) Chapter K (of the Beijing Platform for Action) on ‘women and the environment’ laid down three strategic objectives, inter alia , with objective 2 being to ‘integrate gender concerns and perspectives in policies and programmes for sustainable development’. This article demonstrates the importance of the implementation of this objective – on the one hand for progress on gender equality, and on the other hand for an ecologically sustainable development

    Inclusive education for Internally Displaced Children in Kenya::Children perceptions of their learning and development needs in post-conflict schooling

    Abstract The Kenyan society has been characterised by tribal-political-instigated violence since the declaration of multiparty democracy in 1991. The 2007/8 post-election violence (PEV) particularly saw the scattering of families where some children lost months or years of schooling; others were permanently excluded from education, while the participation and achievement of those arriving in school were characterised by complex needs and experiences. This paper aims to analyse literature and report on findings from creative activities with 16 conflict-affected children (9–12 years) regarding their experiences and understandings of inclusive education during their post-conflict school-life. I conducted an intrinsic case study with aspects of ethnography in a post-conflict community primary school in Kenya whose majority (71%) pupil population was attributed to internal displacement following the 2007/8 PEV. Children perceived inclusive education in regard to their own learning and development needs as involving access and acceptance in the new school community, social-emotional development, ‘peer-keeping’ and community-consciousness. Whilst valuing their teachers’ pursuit for inclusion-sensitive practices, children’s understanding of their own circumstances resulted in group-made strategies like ‘peer-keeping’ and peer-constructed rules of interaction, helping them negotiate systemic constrains and distortion of values. This study underscores the fundamental role of children in social integration in post-conflict circumstances

    Violent Conflicts and Civil Strife in West Africa:Causes, Challenges and Prospects

    The advent of intra-state conflicts or ‘new wars’ in West Africa has brought many of its economies to the brink of collapse, creating humanitarian casualties and concerns. For decades, countries such as Liberia, Sierra Leone, Côte d’Ivoire and Guinea- Bissau were crippled by conflicts and civil strife in which violence and incessant killings were prevalent. While violent conflicts are declining in the sub-region, recent insurgencies in the Sahel region affecting the West African countries of Mali, Niger and Mauritania and low intensity conflicts surging within notably stable countries such as Ghana, Nigeria and Senegal sends alarming signals of the possible re-surfacing of internal and regional violent conflicts. These conflicts are often hinged on several factors including poverty, human rights violations, bad governance and corruption, ethnic marginalization and small arms proliferation. Although many actors including the ECOWAS, civil society and international community have been making efforts, conflicts continue to persist in the sub-region and their resolution is often protracted. This paper posits that the poor understanding of the fundamental causes of West Africa’s violent conflicts and civil strife would likely cause the sub-region to continue experiencing and suffering the brunt of these violent wars
